This information goes into a searchable online index, which anyone with google could find. This is highly annoying in terms of privacy, so web hosts offer a 'privacy' option, which means anyone who does a search on a domain name sees the web hosts contact info and not the business who purchased the domain name. The above applies to legit companies as well as it does to dodgy ones, because it is common business practice.
