If each production were asked to submit an SM's copy of the shows 'Bible' [prompt book] &/or the 'Net [WWW] forms' such as Cue or running sheets. This surely would go along way to assisting with an SM's adjudication.

Similarly other submissions for design consideration, as opposed to operations, can also include any of the mise-en-scène designs for Lighting, Audio, Sets & Costumes ect.
