I'm a bit concerned. They charge $180 for a photo shoot in order to list on their website so that they can be presented to clients, but i can provide my own photo which is cool.
I was wondering if anyone has any information, it would be greatly appreciated.

Upfront - never
You should never HAVE to pay upfront to join an agent when you can provide your own materials such as photos. You may have to pay for services such as Web Publishing and so forth, but this should be an optional choice. Most agents do not RELY on web promotion. In fact, most legit ones I know don't.
These guys may or may not be legit. They seemed to "recruit" a lot which is a little odd, also asking for voluntary Admin Assistants, not paid? Still, this is not enough to pass judgement per se, so shop around a bit more. I am sure you can find a better offer out there.
