Starting out

I would like to get into acting, ultimately to act on TV - commercials, soapies (you know, the regular dream). But I have no idea where to start. Can you guys please suggest some agencies that would be the best starting points who have the most success finding actors roles - however big or small - on television? Also, how do they work? Do they pay? Do I pay?
